Picerne Military Housing has partnered with the U.S. Army at Fort Bragg in its Residential Communities Initiative to develop, build, own and maintain military family housing that will enhance quality of life and increase Army retention. As part of the Army's privatization program, Picerne will be Fort Bragg’s housing partner until 2053 with an optional extension period. Picerne Military Housing currently has more than 164 employees working at Ft. Bragg. Picerne took over the management of family housing at Fort Bragg just four years ago on August 1, 2003. During the first 10-year development period, Picerne is working to reconfigure 13 existing Cantonment area neighborhoods into nine neighborhoods through a combination of renovation, demolition, and new construction. By 2013, Picerne Military Housing will have demolished and replaced 1,568 old homes with new construction. Picerne will also have renovated about 1,993 existing homes and about 209 historic homes. In 2013, the total number of homes will have increased by 834 from pre-privatization totals. Under the Community Development and Management Plan (CDMP), all older homes will be renovated or replaced with larger homes and more modern amenities to create a more comfortable and enjoyable family environment. Total development costs are forecasted to approach $425 million during the first phase. To make way for new cantonment area neighborhoods, Picerne will move current on-post residents into new or newly-renovated homes. Existing homes will then be demolished to make way for the new neighborhoods. Existing homes that are scheduled for later demolition and redevelopment will be renovated to make them for comfortable and modern for residents to enjoy until the time when those homes are scheduled to be replaced. Minor renovations will include upgrades such as new kitchen cabinetry, appliances, carpeting, and vinyl. New electrical fixtures and plumbing hardware will also be added. Currently, homes in our Hammond Hills Neighborhood are receiving minor renovations. Major renovations include building additions, new kitchens, additional bathrooms, and larger bedrooms. Single-family homes for in our Corregidor Courts/Bougainville Neighborhoods and Casablanca/Anzio Acres are receiving major renovations. The historic Normandy Heights and Bastogne Gables Neighborhoods, consisting of 207 historic homes, are being maintained and repaired in keeping with Fort Bragg's cultural resources guidelines under the direction of a programmatic agreement with the North Carolina State Historic Preservation Office (SHPO). All new homes built adjacent to the historic areas will be consistent with the existing homes in both design and materials. We are currently constructing more than 30 new homes within the historic Normandy Neighborhood. Historic homes will be retrofitted with new kitchens and baths as well as electrical and plumbing upgrades. Picerne is also working to create a new development called Linden Oaks. Located a few miles from the cantonment area in an area formerly known as the Northern Training Area, Linden Oaks will be home to more than 1,500 military families. Two Picerne Neighborhood Centers will be constructed in Linden Oaks. Linden Oaks Neighborhoods will vary in size from 300 to 600 plus homes and will consist of single-family homes, duplex homes, and traditional attached townhouses. Linden Oaks will welcome home its first families this summer. Prior to Picerne’s takeover in August 2003, Fort Bragg area homes were on average 39 years old with an average size of just over 1,200 square feet. After the new construction is complete the typical home will average 1,875 square feet. Seventy percent of all the new homes will be townhouses and the remainder will be duplexes and detached single-family homes. All townhomes will be one or two story with a garage. All new homes will feature 2.5 baths, a separate dining room, family room, breakfast nook and storage. New homes will be constructed to comply with the standards set forth by the American Disabilities Act. All new homes will range in size from four to five bedrooms. Each neighborhood will have its own Neighborhood Center, which will contain a swimming pool, half-court gymnasium, fitness room, computer lab, children’s play room, club room, multi-purpose room, picnic areas, mail drops, maintenance facility and other open spaces for community activity. On-post residents and groups affiliated with the Army like Family Readiness Groups can reserve any of our Neighborhood Centers to host meetings and other social gatherings. Neighborhood Centers are open in five Fort Bragg neighborhoods: Ardennes/Bataan/Bastogne Gables, Casablanca/Anzio Acres, Hammond Hills, Nijmegen and Linden Oaks. In September 2007, Picerne assumed responsibility for the family housing at Pope Air Force Base due to base realignment. |
